Social Institution for Adults with Developmental Disabilities

Kudelin village, Bregovo district

The number of residents registered in the institution is 164. All residents are diagnosed with developmental disability, six have schizophrenia. Culture therapy is organized for 44 residents. Only 20 residents are literate. The institution employs a social worker, who is a university graduate.

The socialization activities in the institution include work in the institution's farm, watching television and reading newspapers (brought by the personnel to the literate residents). Walks are organized to the Danube river, which is close to the institution. Four residents work in the institution's carpentry workshop; another 26 work in the farm. The residents who work are not paid for their job.

Residents have a lot of free time at their disposal, but they do not participate in cultural or sports activities. The BHC researcher spotted several residents in the village. Although the institution is surrounded by a fence, residents' visits to the village are frequent. The institution director is not willing to restrict the residents' right to free movement.

The main building for the residents has three floors. It generally looks like it is need of interior and exterior painting and a change of broken windows. The last repairs were carried out in 1989-1990. Only the kitchen and bathroom have hot water from a boiler.

The residents use an outer toilet with 4 cells, which are in very dirty. The cells have no doors and no running water. The walls are stained with faeces. The bathroom is located on the ground floor of the main building and is used by all residents.

The institution faces a serious problem with the lack of medicine. The institution's senior nurse reported that unless a supply of medicine was sent to the institution, it was not clear how they live through the coming winter. (Information as at October 2001)
