The BHC report analyses in detail the situation of 3 Muslim ethnic groups in Bulgaria: Turks, Bulgarian-speaking Muslims and Roma, and sets the most dominating problems for each of them.

The study consists of four parts, which follow the policy of the Bulgarian authorities to the Muslim population in the country in law and in practice from 1878 to the present day. The first section of the research focuses on the period 1878 - 1944 (development of the legal framework concerning the religion, language, media, etc. of the Bulgarian Muslims). The second and third sections focus on the development of these rights in the communist period (1944-1989), and the first years of democracy. The fourth section focuses on the rights of the Muslim community in the last decade, and whether the current situation violates the international legal norms.
