Former General Director of state TV dismissed in breach of law

The decision of the Council for Electronic Media (CEM) to dismiss Liliana Popova was illegal, ruled the Supreme Administrative Court on 29 March 2002. A three-member panel revoked the CEM decision which terminated the mandate of Bulgarian national television's General Director Liliana Popova at the end of last year. Her contract was supposed to run out in February 2002.

The dismissal of Liliana Popova from her post was done in breach of the law, ruled the Court. According to the decision, the new legal requirements for holding the position, including mandatory previous experience, could not be used as grounds for dismissal. The amendments to the Radio and Television Act cannot be applied retroactively. The CEM had applied the new provisions requiring five years previous media experience to dismiss Liliana Popova.

All members of the state TV's Board, who had been dismissed together with Liliana Popova, have already won their cases against the media regulatory body.(Evropa TV) top
