
Our ultimate goal is to decriminalise or revoke insult and libel as crimes. We believe that a far more appropriate approach would be for alleged victims of defamation to seek redress only through civil proceedings. We are now working on a new project entitled “Decriminalising Defamation”. This is a follow-up of the project completed in October 2002, “Practical Access to Democracy in Central and Eastern Europe”. Together with Article 19, the Romanian Helsinki Committee, the Centre for Independent Journalism (Romania), and the Montenegrin Helsinki Committee we plan to continue to study the court practice, to train journalists and media lawyers, and to organise public events to protect unjustly targeted journalists for insult and libel. The new project is a one-year initiative supported by the Stability Pact.
